Foreboding Institution

I had no idea how to categorize this...

I am going to go back someday soon and retake this picture from the same (or close to the same) angle at sunset. Probably a bit earlier. I know it's too blue and the building is kind of obscure.

Perhaps that means good things to some people and perhaps it's off-putting to others.
